"The Guam Department of Education (GDOE) recognizes that many of our students on Guam come from homes where a language other than English is spoken. The English as a Second Language (ESL) Program has been developed and implemented to identify, assess, and provide appropriate educational services to all English learners. The goal of GDOE is to provide students identified as English Learners (ELs) with adequate, appropriate, and equitable educational opportunities so that they are able to attain high levels of English proficiency, develop high levels of academic attainment in English, and meet the same challenging academic content and student academic achievement standards as all children are expected to meet.
